Judith Blanchard serves as Director of HillStaffer and focuses on Federal relations within the oil & gas, energy, and environmental sectors. Ms. Blanchard brings HillStaffer and its clients a unique combination of Capitol Hill, Federal agency, and private sector experience. She is a recognized energy, environmental and technology expert with over 30 years of experience developing public policy along with legislative and regulatory strategy and advocacy.

Most recently, Ms. Blanchard worked for the Chevron Corporation as Manager of Federal Relations. She managed a broad range of critical policy, legislative and regulatory issues for the company including domestic energy development, hydraulic fracturing and shale issues, advanced biofuels development, technology, and cyber security. In addition, she managed numerous environmental issues including climate change, Superfund, RCRA, Clean Air, Clean Water, TRI and enforcement issues. Prior to Chevron, Ms. Blanchard worked for Pennzoil managing environmental issues. She successfully advocated before Congress and the Administration including the White House, OMB, EPA, DOE and DHS.

Ms. Blanchard is an experienced strategist and has worked with senior executives to identify emerging issues and opportunities for business development with the Federal government. In addition, she has led several industry coalitions, served on multiple EPA task forces, directed high profile company events, and designed and implemented strategies with numerous trade associations, including the American Petroleum Institute, National Association of Manufacturers, U.S. Chamber of Commerce, and Independent Petroleum Association of America.

Ms. Blanchard has over 10 years of public sector experience, most recently in the U.S. House of Representatives as Deputy Staff Director for the Government Reform and Oversight Committee. In this role, she helped manage and organize the work and staff of the 52-member Congressional committee along with managing numerous oversight hearings and passage of regulatory reform legislation. Prior to working in Congress, Ms. Blanchard worked at the U.S. Environmental Protection Agency as a Congressional Liaison in the Office of the Administrator. She was responsible for advocating agency positions and developing legislative strategies for the Clean Air Act, RCRA, and appropriations legislation. Ms. Blanchard received numerous awards for her outstanding service, including the Inspector General’s Citation for Excellence. She began her career as a Presidential Management Intern, a two-year competitively-selected Federal management training program.

Ms. Blanchard is a native of Southern California and earned a B.A. in Political Science from the University of California, Berkeley; an M.A. in Public Administration from the University of North Carolina, Chapel Hill where she was honored with a Title IX Public Service Fellowship (full scholarship); and an Executive Certificate in International Business Management from Georgetown University.
